Don Confetti was sent to New York by Titania to oversee some Faerie business, including tracking down Misty Moore and retrieving Titania's Slippers. Soon after he arrived, Robert Moses' system of highways created the Highway Hex which prevented Titania from entering the city. Don Confetti stopped paying his taxes to Titania, but was discovered by Moses who 'did him for tax evasion', and forced Confetti to work with Hell. After this point he agreed to pay a tithe to Hell which was laundered through the Bicicletas to Isabella Infierno. Unbeknownst to him, this money never actually reached hell but was instead used by Moses and Infierno as part of their plan to open the Golden Door and create a new paragon in New York.
The party first meet Don Confetti, smoking a cigar and sitting at a little plastic pizza saver at the wedding of his fifth daughter, Angela Confetti, and a pigeon named Ronald Pigeon.
