The Bilge is a subterranean residential slum in the dark, rotten underbelly of Leviathan. It is inhabited by the people that live better out of the light of the sun: lycanthropes, the vampires, ratfolk, and more. Some claim it to be haunted, mostly due to Jack Brakkow's residence there.

The Bilge is an extremely poor, run down neighborhood many levels below decks. It is misty, though this may just be an effect of the spirits surrounding Jack Brakkow. Buildings in the Bilge are constructed of full ship's hulls that have been hollowed out and filled with shacks and multi-apartment tenements. This creates tunnel-like alleys and streets, and a sort of natural, hilly geography caused by the swell of ships' inner keels and hulls.
The Bilge is home to "Unlucky" Jack Brakkow. Jack's house is a ragged hovel consisting of a single room about 10x12 feet. It's a very sad, chilly, barren space, though not necessarily dirty. There is a single bed in the corner that is too small for him, and a table with a single chair. Beneath the bed is a box of magazines featuring centerfolds of the Gold Gardens singer, Barbarella Sasparilla Gainglynn. On the wall hangs a portrait of two older ratfolk that is weathered and starting to mildew on the bottom. The room is scattered with small boxes, and bits of rope sag from one corner of the room to the next where little trinkets hang, as well as from fragments of broken wood in the walls. After Marcid the Typhoon follows Cheese and the Daughter of Storms to the Bilge, he bursts through a wall in the house, creating an enormous hole.
In the corner, across from the bed is a collection of greenish-brown mold, Jack's roommate Stimey. Much of Stimey's body lives within the walls of the house, and he can control opening and closing the door. The spirits of Jack's old crew could also be considered roommates, as they are tied to his mast. As Jack enters his house, a very unclear reflection of these figures can be seen in whatever metallic surfaces lay inside.
