The Vox Populi or "Voice of the People" is a being ordained by the spirits of New York City to have the powers of New York itself. As such they are a part of the Unsleeping City. Besides New York, other Vox Populi exist in large areas with concentrated populations such as Venice and other cities.

Kingston Brown explains that through the power of New York City, he is now able to do magic.
The Vox Populi draws their powers through the hearts and spirits of ordinary citizens in the Waking World. The city itself will care for the Vox Populi as they take care of it. Whatever they need will be provided for them. Whenever Kingston Brown needs to go anywhere in New York a city bus going to that exact location will pull up nearby within moments. Traffic and dense crowds will not impede him, and city transport will always allow him to use it with no charge.
